MEPS and MELS - these are the new requirements for regulated goods that are imported by end users for their own use. MEPS or Minimum Energy Performance Standards and MELS or Mandatory Energy Labelling Scheme go together in setting the minimum standards, in line with international standards and test conditions. The government will prioritise regulating the import of more energy-intensive goods, such as commercial storage refrigerators, compared with less energy-intensive goods such as lamps. It intends to put in place the enforcement regime from Jul 1 this year to deter end users from importing non-compliant regulated goods for own use and ensure compliance. Those who breach the rules will face penalties of up to S$10,000 in fines per import. Online platforms in Singapore or with a business establishment here can be compelled to remove non-compliant listings. Senior Minister of State for Sustainability and the Environment Janil Puthucheary, who highlighted the key features of the bill in parliament on Tuesday (Apr 7), said the proposed amendments will ensure that energy efficiency remains a cornerstone of Singapore’s net zero and energy transition, create a level playing field for regulated goods and improve energy efficiency for industries, businesses and households.
